劉東海，博士，教授，博士生導師，美國Iowa大學和加拿大Waterloo訪問學者，湖南科技大學創新創業學院院長、湖南科技大學前沿交叉學科學院院長。目前主要從事金融風險理論與智能決策研究，博士畢業于中南大學概率論與數理統計專業，中南大學管理科學博士後，合作導師陳曉紅院士。湖南省科技創新創業人才計劃，湖南省優秀創新創業導師，湖南省青年創業導師，湖南省湘潭市首批高層次人才，湖南科技大學“學術帶頭人”，湖南省普通高校青年教師教學能手；湖南省研究生精品示範課程《數理統計》課程負責人，湖南省一流本科課程《概率理論與數理統計》課程負責人，教育部學位評審中心專家，中國工程院院刊Frontiers of Engineering Management特約通訊專家；“小平科技創新團隊”指導老師，在人民大會堂獲孫春蘭副總理頒獎；

在科研方面，主持完成國家、省部級科研項目20餘項。在《International Journal of Intelligent Systems》、《Computers & Industrial Engineering 》、《International Journal of Fuzzy System》、《Journal of Intelligent and Fuzzy Systems》 、《Statistics and Probability letters》、《Journal of Computational and Applied Mathematics》、《Complexity》、《應用數學學報》、《中國管理科學》等國内外期刊發表論文三十餘篇，多篇被SCI檢索收錄。目前擔任國内外期刊《IEEE Transactions on Systems, Man and Cybernetics: Systems》、《IEEE Access》、《Computers & Industrial Engineering 》、《International Journal of Fuzzy System》、《Journal of Intelligent and Fuzzy Systems》、《Journal of Applied Mathematics and Computing》、《Economic Modelling》、《高校應用數學學報》等期刊的審稿人。
